Innovation Monitoring

The main activity of the Center of Innovation Monitoring is aimed at conducting a comprehensive analysis of the effectiveness of innovative cooperation between science, education and business, including the development of innovative infrastructure of the constituent entities of the Russian Federation, universities and research organizations for the creation of small innovative enterprises in accordance with Federal Law No. 217-ФЗ.

The Center is developing scientific and methodological materials on the organizational, informational and software support for the functions and powers of the Russian Ministry of Education and Science regarding the work of universities and research institutions with small innovative enterprises created by them, whose activity is the practical application (implementation) of the results of intellectual activity, as well as improving organization and monitoring of the innovation infrastructure of the constituent entities of the Russian Federation.

Accounting for notifications of the creation of small innovative enterprises is carried out by the Center using the interactive information system "Accounting and Monitoring of Small Innovative Enterprises of the Scientific and Educational Sphere", located on the website: mip.extech.ru.

When implementing the specified activity, the Center performs the following work:

  • registration of notifications, posting information on the creation of small innovative enterprises, monitoring the activities of small innovative enterprises;
  • formation of the Register of notifications on the creation of small innovative enterprises ;
  • analysis of data on monitoring the activities of small innovative enterprises, including the effectiveness of government support measures for these activities in the constituent entities of the Russian Federation, as well as an assessment of the degree of their participation in regional innovation infrastructures;
  • updating the information catalog of National Informational and Analytical Center for Monitoring of Innovative Infrastructure of Scientific and Technical Activities and Regional Innovation Systems (miiris.ru), which provides information on the state of the innovation infrastructure of scientific and technical activities and innovative systems of the constituent entities of the Russian Federation;
  • improving the mechanism of interaction with representatives of constituent entities of the Russian Federation responsible for carrying out state policy in the scientific, technical and innovative fields.
