Center for Monitoring Innovation and Scientific and Technical Activity (CMISTA)

The activities of the CMISTA are aimed at:

• Conducting a comprehensive analysis of the effectiveness of innovative collaboration between science, education, and business, including collaboration between higher education institutions and scientific organizations for the establishment of small innovative enterprises (SIEs) in accordance with Federal Laws:

  • No. 217-FZ dated August 2, 2009 (as amended on December 29, 2012) "On Amending Certain Legislative Acts of the Russian Federation Regarding the Creation of Economic Entities by State-Funded Scientific and Educational Institutions for the Purpose of Practical Application (Implementation) of Intellectual Activity Results";

  • No. 127-FZ dated August 23, 1996 "On Science and State Scientific and Technical Policy";

  • No. 273-FZ dated December 29, 2012 "On Education in the Russian Federation."

• Providing organizational, technical, informational, and analytical support for the formation of a unified scientific and technical space within the Union State, including monitoring the progress of implementation of Union State scientific and technical programs and projects.

Within the direction of monitoring innovation and scientific and technical activity, the CMISTA performs the following tasks:

• Registration of notifications*, posting of information on the establishment of SIEs, and monitoring of SIE activities;

  • The registration of notifications about the establishment of SIEs is carried out by the Center using the interactive information system "Registration and Monitoring of Small Innovative Enterprises in the Scientific and Educational Sphere," available at: mip.extech.ru.

• Formation of the Register for Recording Notifications on the Establishment of SIEs;

• Formation of a list of SIEs for inclusion in the Federal Tax Service's Unified Register of Small and Medium-Sized Enterprises;

• Conducting monitoring of SIE activities and analyzing the data obtained;

• Developing scientific and methodological recommendations and conducting scientific and technical expertise of Union State programs and projects.

• Providing informational and analytical support for the formation of a unified scientific and technical space within the Union State;

• Providing organizational and technical support for the Union State Prize in Science and Technology and the Union State Prize for Young Scientists;

• Providing expert-analytical support for the implementation of the Union State's Scientific and Technological Development Strategy until 2035.
