History of the Institute

1991: Commencement of Operations
The primary objective was to ensure the organization and development of science under the conditions of the onset of reforms and to meet the need for informational-analytical and expert-consultative support.

1990s - 2000s: Expansion of Competencies and Publishing Activities
The Institute began publishing its own collection of scientific papers, "Innovatics and Expertise," signifying the active development of its analytical and expert functions.

2010s: Reorganizations and Consolidation
The Center for Research and Statistics of Science (CRSS) was merged into RINCCE, combining the key competencies of the two organizations and promoting comprehensive analysis and statistics in the scientific sphere.

2020 - Present: Digitalization and Strategic Development
In the context of contemporary challenges and the digital transformation of the economy, the institute is actively working on the implementation of digital technologies for assessing the effectiveness of scientific research, strategic forecasting, and big data analysis in science.

Academic Council
The Academic Council of the Institution is a collegial governing body of the Institution that provides scientific, methodological, information, analytical and organizational support for the scientific and scientific-technical activities of the Institution.
The Academic Council of the Institution includes the Director General of the Institution, the Deputy Directors General of the Institution, the Scientific Secretary of the Academic Council of the Institution, heads of structural divisions, leading scientists and specialists of the Institution in the field of scientific and scientific-technical activities.
The Chairman of the Academic Council of the Institution is the Director General of the Institution, and in his absence — the Deputy Chairman of the Academic Council of the Institution.
The competence of the Academic Council of the Institution includes:
- Development and approval of plans for scientific work and development of the Institution;
- Identification of the main promising areas for the development of scientific and scientific-technical activities of the Institution;
- Consideration of issues of scientific, methodological, informational, analytical and organizational support of scientific and scientific-technical activities of the Institution;
- Making decisions on other issues within the competence of the Academic Council of the Institution, in accordance with the legislation of the Russian Federation, this Charter and local regulations of the Institution.
The Institute's development program
The development program of the RINKCE Research Institute is aimed at strengthening the institute's role as a leading center in the field of scientific and innovative expertise. It provides for the improvement of project evaluation methods, the development of digital information resources, the formation of a base of qualified experts and the support of young professionals.
Special attention is paid to monitoring the implementation of innovative developments, expanding cooperation with universities, scientific organizations and businesses, as well as integration into international research and expert networks.
The implementation of the program will improve the quality and transparency of examinations, support breakthrough scientific projects, create a modern digital database and form a stable talent pool. As a result, the center will strengthen its position as one of the key institutions ensuring the development of the Russian scientific and technological complex.
