The Center conducts comprehensive expert evaluations to assess the quality and effectiveness of research, development, and technological work (RDTW) and other scientific projects for the benefit of state authorities of the Russian Federation.
The Center ensures the preparation of comprehensive scientific and technical reports for the purpose of financial and legal assessments of the effectiveness and justification of RDTW, involving specialists from the Federal Register of Experts in the Scientific and Technical Sphere.

The basis for conducting comprehensive scientific and technical expert evaluations may include:

Directives from the Ministry of Education and Science of Russia to assess the effectiveness of RDTW and the justification of their costs;

Resolutions from law enforcement agencies of the Russian Federation to conduct forensic examinations in criminal cases for the purpose of evidence collection regarding the achievement of RDTW results;

Requests from tax authorities of the Russian Federation to conduct examinations;

Requests from customs authorities to conduct examinations;

Rulings (resolutions) of courts of the Russian Federation to conduct forensic examinations in the course of dispute resolution, as well as to conduct examinations in the interests of the state in criminal cases;

Requests from other state authorities of the Russian Federation to conduct scientific and technical examinations in the interests of the state;

Requests from economic entities to conduct specialized examinations.
The SCSCE also provides scientific-methodological, scientific-advisory, and other expert services.
