Organizational-Technical Support for the Activities of World-Class Scientific Centers

The Center provides expert-analytical, informational, and organizational-technical support for the activities of the Presidium of the Commission on the Scientific and Technological Development of the Russian Federation, the Council on State Support for the Creation and Development of World-Class Mathematics Centers, and the Ministry of Science and Higher Education of the Russian Federation within the framework of implementing state support measures for world-class scientific centers conducting research and development in priority areas of scientific and technological development, world-class mathematics centers, and regional scientific and educational mathematics centers.

Within its areas of activity, the Center carries out informational-analytical and organizational-technical support for the activities of the Ministry of Science and Higher Education of the Russian Federation in implementing state policy in the field of scientific and technological development, including:

  • Analyzing the regulatory and legal framework in the area of scientific and technological development of the Russian Federation and developing proposals for improving measures and instruments of state support for world-class scientific centers conducting research in priority areas defined by Decree of the President of the Russian Federation No. 529 dated June 18, 2024, international world-class mathematics centers, and regional scientific and educational mathematics centers;

  • Drafting regulatory-methodological documents (recommendations, guidelines) on issues related to the implementation of development programs for scientific centers and the assessment of achieved results;

  • Providing informational and organizational-technical support for competitive selections of grant recipients conducted by the Russian Ministry of Education and Science, developing and updating documents regulating competitive procedures, performing technical verification and evaluation of competitive applications, and preparing statistical and analytical documents to support the work of the Competition Commission of the Russian Ministry of Education and Science;

  • Collecting, systematizing, storing, and analyzing information on the progress of implementing development programs for scientific centers, providing consultative-methodological support to grant recipients on issues related to the implementation of center development programs;

  • Assessing and monitoring the progress of implementing programs for the creation and development of scientific centers, including the fulfillment by center participants of obligations established in agreements on the provision of grants in the form of subsidies from the federal budget.

To promote the activities of world-class scientific centers, the Center participates in organizing and conducting forums, conferences, exhibitions, and other events where the scientific achievements of organizations participating in world-class scientific centers are presented and discussed.
