State expertise in the field of science and innovation
State Scientific and Technical Expertise (STE) shapes and implements the country's scientific, technical, and innovation policy. It is an evaluative-analytical activity aimed at developing scenarios for managerial decisions, selecting effective programs and projects within federal target programs and other initiatives, as well as comprehensively assessing the feasibility, effectiveness, and competitiveness of the outcomes of projects.
The regulatory and legal framework for STE is established by Federal Law No. 127-FZ (August 23, 1996) "On Science and State Scientific and Technical Policy," acts of the Ministry of Science and Higher Education of Russia (Regulation on State Scientific and Scientific-Technical Expertise in the Sphere of Science and Innovation), and organizational standards (OS) that correspond to the requirements of state expertise.
To ensure objective and independent expert activity, the institute regularly updates the Federal Register of Experts (FRE), which accredits the most competent and authoritative scientist-specialists in relevant fields of science and technology. For the prompt provision of expert services across the entire territory of the Russian Federation, a digital system for remote expertise has been created.
