Support for the activities of the Ministry of Science and Higher Education of the Russian Federation

Ensuring the activities of the Council on the Award and Payment of Scholarships of the President of the Russian Federation for Students in Higher Education Programs, as well as the competition commission of the Ministry of Science and Higher Education of the Russian Federation within the framework of the following annually held events: competitive selection for the award of Zhores I. Alferov Personal Scholarships for young scientists in the fields of physics and nanotechnology; competitive selection for the award of the Scholarship of the President of the Russian Federation for Postgraduate Students and Adjuncts (studying full-time at Russian educational institutions) conducting scientific research aligned with the priorities of the scientific and technological development of the Russian Federation, as defined in its scientific and technological development strategy. Competitive selections are a key instrument of state support for young scientists and postgraduate students, contributing to the objectives of the Decade of Science and Technology and the Strategy for Scientific and Technological Development of Russia. The legal basis for these competitions is provided by Decrees of the President and Resolutions of the Government of the Russian Federation establishing presidential and named scholarships (in particular, named after Zhores I. Alferov). Organizational, technical, informational, and analytical support for these competitions is provided by the Center for Comprehensive Support of State Program Initiatives (a subdivision of FSBSI "RIACCE"). Its functions include: Application Processing: Receiving, checking, evaluating applications, and forming rankings. Commission Support: Providing organizational and informational support for the activities of competition and scholarship councils. Monitoring: Overseeing payments and the fulfillment of scientific plans by scholarship recipients. Consultative and Analytical Work: Supporting participants, analyzing the state of science and the regulatory framework, and developing proposals for its improvement. All results of this work are summarized in informational and analytical materials for federal government bodies, ensuring they receive complete and timely information on state support for science and ongoing research.
