Federal Register of Experts in the Scientific and Technical Sphere
Formation of the Register
The Federal Register of Experts in the Scientific and Technical Sphere (the Register) is established to enhance the effectiveness of managerial decisions made by the Ministry of Science and Higher Education of the Russian Federation. This is achieved by extensively utilizing the scientific and practical potential of leading scientists and specialists in conducting expert-analytical studies to substantiate these decisions. The Register is designed for the formation and coordination of an expert community to address key issues in the development of the scientific and technological complex of the Russian Federation.
Expert Registration and Work within the System
The Register operates on a remote access basis. The first step is the mandatory registration of the expert and completion of their scientific activity profile. Subsequently, access to the system is carried out through an authorization window. For each expert, a personal workspace (Expert's Workstation) is created within the FRE Information System, which consolidates information about the expert's current and previously conducted work.
Expert Accreditation
Experts who have fully completed their scientific profile undergo an accreditation procedure by the Register's operator (FSBSI "RIACCE"), after which they can be engaged for various expert-analytical tasks.
The primary objective of the Register
- The primary objective of the Register is to engage leading scientists and specialists for conducting objective and competent expert-analytical research. This is done in the interests of formulating and implementing research, development, technological, and innovation projects and programs at the federal, regional, and sectoral levels, as well as addressing other pressing issues in the development of the scientific and technological complex of the Russian Federation.
- Only experts accredited in the Register shall be engaged to conduct expert-analytical research in the interests of or on behalf of the Ministry of Science and Higher Education of Russia.
- The Register is formed, maintained, and updated by the Federal State Budgetary Scientific Institution "Research Institute – Republican Research and Consulting Center for Expertise" (FSBSI "RIACCE").
- As of now, 4,797 experts are accredited in the Register.
